Married, Hugh was born in Glasgow in 1952. He was educated at St Mirin's Academy, Paisley. Gradutaing from Glasgow University in 1973 with a B.Acc, he later attended Jordanhill College of Education, Glasgow 1975-1976.
Prior to his election to the Scottish Parliament, Hugh has worked as Community Care Manager Community Enterprise, Strathclyde; Senior Welfare Rights Officer Social Work Department, Strathclyde Regional Council; Teacher Education Department, Strathclyde Regional Council and also as an Accountant for IBM UK Ltd.
