                           <description><![CDATA[Scottish Labour&rsquo;s David Stewart has challenged the Scottish Secretary to have the courage to stand up for Scotland and protect Scotland&rsquo;s RAF bases that are threatened with closure as part of the Strategic Defence Review.     The call comes as Council representatives from Moray are due to meet with Michael Moore today in Whitlehall to discuss the future of RAF Lossiemouth and RAF Kinloss.                            <description><![CDATA[Scottish Labour today told the Education Secretary Mike Russell to get on with delivering the Literacy Action Plan he promised eight months ago. Labour&rsquo;s Literacy Commission reported in January this year and the Education Secretary promised Parliament during the debate on its findings that he would bring forward a Literacy Action Plan.
